Through Resolution No. 20201001-055, Austin City Council approved the legal documents needed for the creation of the Austin Economic Development Corporation, known today as Rally Austin. Staff consulted best practices for the creation of such entities to recommend a model and structure like organizations in peer or aspirational cities such as Atlanta (Invest Atlanta), Philadelphia (Philadelphia Industrial Development Corporation) and New York City (New York City Economic Development Corporation). Statutorily established under Chapter 431 Texas Transportation Code, Chapter 394 Texas Local Government Code and the Texas Nonprofit Corporation Law, Rally ATX is structured broadly enough to manage a range of projects – particularly those that could be collaboratively leveraged by multiple agencies or partners to achieve a variety of economic and community benefits.

Understanding the opportunities and needs for an agency to facilitate regional partnerships focused on holistic outcomes through community development, the City of Austin initially provided startup funds to support the creation of Rally Austin and an initial slate of projects. What is the Austin Cultural Trust and how is it connected to Rally Austin?

Like other entities created by public bodies and enabled through statutory authority in Texas, the Austin Cultural Trust is a community arts stabilization program that resides under the umbrella of Rally Austin. The initiative was envisioned and funded by the City of Austin in 2018 and stewarded by Rally Austin. Through the implementation of the Austin Cultural Trust, Rally Austin facilitates the acquisition and preservation of existing cultural arts and music venues as well as the creation of new cultural arts and music venues that are affordable, available for use by organizations and the public, and benefit the City's creative and cultural communities. The Austin Cultural Trust will preserve and expand the cultural and music ecology of Austin by supporting organizations and venues that increase broad and equitable access to participate and engage with Austin’s unique music and cultural arts community.
